3.) Thirdly, when a Soc help up a knife to Ponyboy's throat how come there were no cops around to stop this from happening or for someone to at least call the cops?

Sentence 1:
the Socs started the whole rivalry with the Greasers, but I think it is just the way they are. Like the Greasers they always pick a fight with others, steal from banks and shops, get put in prison a lot and pretty much have cops from all over the town after them. Here is how I think the whole thing happened. I think that the Socs were mugging people and came across the Greasers to pick a fight but the war was endless as the Greasers fought back . They have been looking out for each other since. They have from then on known to be sworn enemies as there was not yet a true winner.
Sentence 2& 3:
The cops would obviously have been around as the two gangs were always rubbing and mugging others, but I think that the cops were busy stopping thieves or that nobody called the cops because Ponyboy must have been in some corner away from the city lights, the cops and the sirens at the time of the beatings. Also Ponyboy turned out alright and that the gang did not call the cops as they were one of the most wanted suspected robbers.

the Socs can tell their rivals by their greasy hair as the gang Ponyboy is in is called Greasers and they have silky greasy hair glistening which gives them away pretty easily and as I said before I think the Socs were trying to mug the Greasers at the very beginning.

I still do not know exactly what Johnny meant but I think it was something like "Stay Cool" or "Be brave" before his death, whatever it was, it was probably to inform Ponyboy that he should be strong and not cry. This is because he knew Ponyboy would suffer from his death of who Pony somewhat cared about. It was more like Ponyboy to remember really.
